Certificate of Origin

A certificate of origin states where goods were produced, which is what an importing customs office needs before it can apply a tariff rate or count a shipment against a quota. The non-preferential certificate is the everyday one, and it is usually presented to a chamber of commerce that checks it against the invoice, then stamps and signs it.

The form is a familiar set of boxes: consignor, consignee, the means of transport and the route, a remarks box that often carries a letter of credit reference, then numbered item lines giving marks and numbers, the number and kind of packages, a description of the goods with the HS heading, and quantity or weight. The country of origin appears as one declaration covering everything listed, the exporter signs at the foot, and the certifying body adds its own block underneath.

Preferential certificates that claim relief under a trade agreement use their own official forms and sit outside what a general template should imitate, so ask your chamber or your customs broker what a new destination expects. For the routine non-preferential certificate, generate it from the same data that produced the commercial invoice so the package counts and descriptions match line for line.
