Operations
Method Statement
A method statement sets out how one job will be carried out on one site: the order of operations, who is responsible for each stage, what plant sits under it, and what has to already be in place before that stage may start. It is written before the work, briefed to the people who will do it, and kept alongside the risk assessment it refers to.
In UK construction the two travel together as RAMS, which is industry shorthand rather than a term used in regulation. HSE describes a method statement as drawing together the hazards and their controls from the conclusions of the risk assessments, and setting out in a logical sequence exactly how the job will be done. Method statements are generally not required by law, although the arrangements for demolition or dismantling do have to be recorded in writing before that work begins. Who carries which duty on a given project is a question for the principal contractor and a competent adviser, not for a template.
The sequence table does the real work: numbered stages, each with a responsible role, the equipment in use, and the controls that must be confirmed before the stage begins. Plant, substances brought onto site and the permits the job depends on get their own lists, because those change with every work package while the shape of the sequence stays recognisable.
The briefing sheet at the end is what turns a plan into evidence. Everyone working to the statement signs that it was explained to them, and any change to the sequence means a new revision, a re-brief and a fresh sheet. Scored risk matrices, welfare sections and hospital details are contractor convention rather than anything HSE asks for, so treat the field list as a starting point your own competent person adjusts. A contractor produces one of these per work package per project, which is the argument for generating it from the project record rather than reusing last month's file with the addresses swapped.
